Municipalities are the government organizations with which citizens interact most frequently in order to request/process certificates, pay city taxes, receive city information, etc. Public documents and services released by municipalities impose all security requirements: confidentiality (the documents should be delivered only to the intended applicant), authentication of data and user (applicant/city employee should be ensured that he is who he claims to be), integrity (the content should not be modifiable), non repudiation (ensure that the document has been sent when it was intended).
It is well acknowledged that electronic and mobile services improve effectiveness and efficiency in the operations of the public sector. However, the demand of security becomes even more urgent since the Internet imposes threats to our transactions. Measures need to be undertaken by the public sector in order to provide trustful electronic services to citizens. The adoption of e/m-services by medium and small size public organisations (e.g. small Municipalities) is difficult, as it requires expertise in technical, organizational as well as legal, political and financial support.
The overall objective of eMayor is to develop and implement an open, secure, and affordable e-Government platform for small and medium European public organizations in order to:
- Support the secure communication of municipalities amongst themselves, businesses and citizens.
- Secure remote access and storage to repositories of municipal information for authorized civil servants and citizens.
- Support pan European services enhancing their role, visibility and mission.
With this project we aim to contribute towards the provision of secure and interoperable e-Government services. In order for the eMayor platform to be successfully deployed across Europe, it will be a simple open solution based on widely accepted standards with good market support. Moreover, the platform will be Internet based and will enable communication with legacy as well as newly developed systems residing on heterogeneous platforms. Web Services and XML address both sets of requirements and therefore these technologies will form the core for the R&D effort and implementation.
